The Rust Belt. The Bible Belt. Now, the “Construction Belt?”
With the U.S. housing market still limping along, new data reveals a building boom of sorts stretching from the Carolinas and Tennessee to Texas and Colorado – and leaving large swaths of the Midwest, Florida and Northeast in the dust. Among the country’s top metro areas for new residential building permits for the first half of 2012, many are in the South, according to analysis of U.S. Census data by online real estate marketplace Trulia. Those include Austin, which tops the list with 13.5 permits per 1,000 existing housing units, followed by Raleigh (11.5) and Charleston (9.8). The new construction, of course, bodes well for these cities and their states, since “markets with construction are those that have long-term growth potential, room to build, and lower vacancy rates,” says Jed Kolko, chief economist at Trulia, which is based in San Francisco.
Several of the metro areas in the Construction Belt driven by the energy and high-tech industries — two jobs sectors that are still hiring. Texas and Colorado have bustling oil-and-gas industries that are lifting their metropolitan areas, says Steve Melman, director of economic services at the National Association of Home Builders. Texas also takes three of the top 10 spots because the state never experienced the kind of housing boom and bust that afflicted the rest of the country, partly due to higher tax and insurance rates in that state and stricter lending laws, Melman says. Seattle and Raleigh’s housing markets both benefit from the concentration of high-tech businesses there, Melman says.
Perhaps unsurprisingly, Detroit, Mich., which lost a quarter of its population in the last decade, ranks at the bottom of the list of U.S. cities on the list. It had just 0.5 permits per 1,000 units — behind Milwaukee, WI. with 1.2 permits and Cleveland, Ohio with 1.1 permits. To be fair, some big businesses have recently shown confidence in downtown Detroit, now rebranded “Midtown.” Whole Foods is opening a 20,000-square-foot store there next year and Quicken Loans recently opened an office with over 3,000 employees. But it’s still several years away from any significant upturn in home building, says Stuart A. Gabriel director of UCLA’s Richard S. Ziman Center for Real Estate.
Some metro areas with weak construction are neither the cheapest nor those with the weakest economies. “Florida, Arizona, and Nevada are still working through high vacancy rates, and coastal California and the big Northeast cities have less room to build,” Kolko says. San Francisco is ranked at number 79 with just 1 permit per 1,000 behind New York (1.6) and Los Angeles (1.7). But the city has no shortage of amenities and a high cost of living, he says. Plus, San Francisco benefits from strong employment, tighter building regulations — and famous geographical features that are not exactly conducive to heavy building. “We have the ocean on one side, the bay on the other,” he says, “and many hills in between.”
