‘Fake’ Prices May Be Here to Stay

J.C. Penney’s bold experiment with honesty in pricing may not last long.

The chain abandoned its perpetual clearance sales in February, replacing the steep discounts listed on price tags with a “fair and square” system featuring a range of three discounts. “No games,” ads proclaimed. “Just great prices.”

It didn’t work, analysts say. Sales dropped 20% in the first quarter, executives were fired, and the new scheme was called into question.

The problem, say retail experts: Customers still want bargains — even if they’re just price-tag fictions. “Shoppers are deeply conditioned to seek deals,” says James Tenser, principal of VSN Strategies, a retail marketing consultancy in Tucson, Az.

J.C. Penney CEO Ron Johnson insists the company is sticking with the strategy. “We will not waver,” he told the Wall Street Journal. But experts expect a gradual return to the chain’s old days as a promotional department store. On Tuesday, J.C. Penney ousted its president Michael Francis, the former Target executive who was primarily responsible for the new pricing model. And it recently added “Best Friday Sales” on the first and last Friday of the month, plus nearly half-a-dozen other Friday sales so far this year.

The management realizes that many consumers actually like the cat-and-mouse game of bargain hunting, says Alex Goldfayn, author of “Evangelist Marketing.” “People love buying something with a heavy discount – even if it’s always on sale,” he says. J.C. Penney did not respond to requests for comment.

J.C. Penney’s difficulties provide a cautionary tale for retailers that are considering abandoning their 50%-off stickers to draw in customers, Tenser says. As a result of its move, J.C. Penney now occupies an “awkward middle ground” between a discount store and a fashion outlet. J.C. Penney has clothing and accessories endorsed by veteran designer Liz Claiborne, but he says it’s never been known for carrying well-known brands. “J.C. Penney was always the place to go to buy clothes for your children,” he says. “The new pricing doesn’t please older customers and it won’t appeal to the aspirations of younger people.”

But some say J.C. Penney’s new pricing structure wasn’t the problem – it was the failure to communicate the message clearly to customers. Morningstar retail analyst Paul Swinand says the new three-tiered pricing is fairer as only 2% of goods were sold at the retail price, but customers were confused about how much they were saving. “The new prices took regular shoppers by surprise,” he says.

Indeed, retailers should be careful to introduce major changes to their brand gradually — not virtually overnight as J.C. Penney did, says Anthony Bruce, CEO of retail consultants Applied Predictive Technologies. “Always do tests first to anticipate the customer’s reaction,” he says.

    • The problem is not just pricing. Costco does not have sales either. Apple stores sell only at full price. JCP might have spent much money on marketing to stimulate interest in its concept. If people really are serious about saving money they should do the comparisons and then decide.

    • I want to know the prices I will pay before I walk into the store. With sales catalogs, newspaper ads, online websites I could see that before I went, plus there was usually a coupon to further discount the price. I look for sales 4 times a year. JCP wasn’t giving me a clue to what I would pay at any time. “Fair and square?” What’s that mean compared to other stores AT THAT DAY in time that I am looking at an ad?

    • I agree on those who criticize the ads. Flyers dropped from having a hundred items to just a handful. I never saw anything I wanted among the handful. Also it’s curious the new logo is a square — vs. Target’s circle. A bit too derivative.
