As New Home Sales Rise, So Do Incentives

After years of declining sales, new-home purchases are once again starting to rise — and in some areas, so are the incentives for buyers.

According to data released this morning by the Commerce Department, sales of new homes hit a seasonally adjusted annual rate of 307,000 in October, up 1.3% from the previous month and up 9% from October 2010. While demand is still weak — in a healthy housing market roughly one million new homes sell each year — some experts see the uptick as a sign the long-suffering new home market may be on the mend.

In some parts of the country, the increase in sales is being driven by lower prices. In cities and regions that have been hit by foreclosures, such as Las Vegas, Sacramento, Calif., and Orlando, Fla., builders have been lowering prices on new homes in an effort to compete against cheaper existing homes, says Jack McCabe, an independent housing analyst in Deerfield Beach, Fla. Normally, new home selling prices are around 25% to 30% higher than comparable existing homes; in these areas, they’re now about 10% to 15%.

That smaller spread between the selling price of an existing and a new home tightens further once the buyer moves into a new home. For the most part, home buyers who purchase a new home are less likely to incur out-of-pocket expenses on pricey repairs, like replacing an old roof, or buying new appliances that often kick in when an existing home is purchased, says David Crowe, chief economist at the National Association of Home Builders.

But experts say extra incentives for buyers are also behind some of the uptick in sales. Some builders are offering sweeter deals, like paying closing costs. Others are going further by offering prospective buyers optional upgrades and trim features, says McCabe.

For buyers on the sidelines, it’s unclear whether waiting will result in finding better deals on new homes. Inventory is at a historic low, says Crowe. And despite the deals available in some areas, on a national level, new home prices are rising: the median sales price of new house sold in October was $212,300, up 4% from a year ago. That’s in part because of growing interest from so-called move up buyers, people who buy a more expensive home after selling their current one, says Crowe.

Going forward, new homes sales will likely continue rising at a similar gradual pace, says McCabe, though a recovery in 2012 is uncertain especially if European debt woes spill over to the U.S.

      O Chameleon Icons é um programa que permite criar ícones para o Windows, mensageiros instantâneos e praticamente qualquer aplicativo ou serviço que aceite o uso de imagens como avatar. Deste modo, você não terá mais dificuldades em, por exemplo, criar uma imagem de exibição personalizada para usar em um fórum, que geralmente trazem restrições quanto ao tamanho e formato de arquivo.
      Transformando imagens em ícones
      Quando o Chameleon Icons é iniciado, aparece uma janela que dá a opção de usar a versão de testes ou adquirir a licença de uso. Em seguida o usuário pode escolher qual o tipo de ícone que deseja criar. Após escolher uma opção, a janela principal é mostrada. Existem quatro campos principais na interface do programa.
      “Select Image Region”: aqui é onde a manipulação da foto acontece. É possível inverter a imagem, definir qual parte será usada, aplicar o zoom e mudar as proporções da seleção de área.
      “Effects”: oferece opções de tratamento da imagem como ajustes no brilho e contraste.
      “Icon Settings”: pode-se escolher qual o tamanho do ícone em uma tabela pré-definida de formatos.
      “Select style”: pode-se usar qualquer um dos estilos pré-carregados. Alternativamente pode-se fazer o download de novos estilos.
      Na quarta área ficam as opções de trocar o tipo de ícone, salvar e acessar as opções avançadas – escolher a opacidade, editar o canal alfa e alterar a saturação e a matriz. Clicando em “Save icon”, aparece uma janela com as opções de salvamento.
      Formatação de entrada e saída
      Abaixo da opção de salvar como ícone está o botão “Set output size $ formats” (Configurar formato e tamanho de saída). É possível realizar nove combinações entre tamanhos (16×16, 32×32, 48×48) e número de cores (16 cores, 256 cores e “True color”). Na opção de salvar o ícone como imagem, basta escolher a cor de fundo e qualidade da foto.
      O Chameleon Icons pode ler diversos formatos de arquivos de imagens (JPG, GIF, PNG, BMP), vídeo (MPG e AVI) e flash (SWF). Para exportar estão disponíveis os mesmos formatos de imagens citados anteriormente, além dos arquivos de ícones (ICO).

      Apesar de ser voltado para o público casual e amador, sua conveniência compensaria as suas limitações técnicas se não fosse a palavra “trial”, colocada automaticamente pelo software nos arquivos do formato ICO (ícones).
